The commission has failed to apply its mind to its overriding responsibilities to the most important stakeholder, which was the public, Ramesar charged yesterday. He said: "In a nice way the PSC has said it was not able to do its duty in relation to the assessment of the Police Commissioner and his deputies. "It is no excuse for the PSC to speak of the newness of Mr Gibbs and Mr Ewatski to the country, having regard to the cost incurred in keeping them on board and the offices out of which they perform."
Saying the commission also ought to have applied its mind to the performance of the officers and to have its own systems in place to measure that performance, he said: "The PSC in every way has demonstrated itself not only to be a toothless bulldog but incapable of carrying out its legislative mandate and would have failed to address its mind to some of the key concerns that were made public in 2010 to 2011."
Ramesar cited the failure of the Police Service 21st Century project which was launched in the Western Division as one such area which should have been considered by the commission. He said: "There is also the issues of purchasing new uniforms and the hiring practices of the Police Commissioner without proper application." He said in many instances Gibbs failed to take responsibility for his actions.
