Acting Police Commissioner Stephen Williams is expected to reveal during today's weekly police media briefing when Collin Partap will appear in court. Williams said yesterday he would answer any and all questions during today's session at 11 am. Partap, a former junior national security minister, was fired by Prime Minister Kamla Persad-Bissessar five months ago. He is still MP for Cumuto/Manzanilla.
Director of Public Prosecutions Roger Gaspard said yesterday: "I had given instructions he be charged for refusing to give a breath specimen." He explained although Partap eventually underwent the breathalyser test and passed, he would be charged with refusing when police first asked him to do so. He said that of itself was a separate offence.
Gaspard issued the directive to charge last week. Partap was fired on August 25 after he allegedly refused to undergo a breathalyser test when he was stopped by police after leaving the Zen nightclub, Port-of-Spain.
