This is completely unacceptable. "A stern warning by police" is not adequate as a consequence. Since "the action was a serious criminal offence which carries fines and jail sentences," the person responsible being "held culpable according to the law" must be prosecuted. Cyber crime must be stamped out with zero tolerance from the start.
The implications of this affair are staggering for the Government. The Reshmi scandal is now revived and the Prime Minister has little choice but to remove "Janice Thomas" from her post, if in fact she works there, if her own office does not wish to be tainted. Such an operative is psychologically unsuited for any role in The PM's office. One must hope that Janice acted independently on her own initiative
