Murder, gang membership and gang-related crimes, possession and the use of firearms and a slate of other serious crimes are already non-bailable offences. These are the crimes terrifying society. Why aren't the perpetrators arrested and prosecuted? Laws alone don't deter crime.
Yes, the crime situation is bad and needs drastic measures, but the drastic measure of no bail for these blood crimes has not deterred the criminals. The sub-human conditions of jails and the remand yard, where some of them had served time, do not deter them from risking return. Some of them are not hampered by jail walls. They've learnt how to function and cause mayhem from behind bars because of poor prison systems and infrastructure.
Under the Anti-Gang Act, sentences are virtually life. The sentence for murder could be death. Still, the criminals are not deterred. Evidently they do not take the criminal justice system seriously because the opportunities to benefit from crime outweigh the chances of arrest, prosecution and conviction.
