Why does it have to take so long to get things done in T&T? The Dangerous Dogs Bill was passed in both Houses of Parliament in June 2000. Why, after more than a decade, it still has not been proclaimed as law?
Yet another citizen is attacked by dogs and we have an outcry about the dangerous dogs legislation.
To avoid these lengthy delays, why not amend the Constitution with a simple clause that gives the President 14 days to sign a bill into law or veto it, giving three reasons for doing so. If the President does not sign or veto within that 14-day period, the bill automatically becomes law. But I guess that amendment will take 20-30 years to get done?
