Apart from those costs, what about opportunity costs-what is given up by the deployment of resources to pursue Goal A instead of Goal B? Could the resources be put to different, more profitable uses? Hospitals? Roads? Running water? Houses? Farms? All of which would generate far greater, long-term returns? (And on the topic of returns: do Tribe, Yuma, Legacy et al pay taxes?) Until these data are provided, it cannot be said with any kind of credibility that Carnival is economically or socially viable. Indeed, a prima facie look at the equation taking into account all of the above suggests that Carnival costs far more than it earns and, indeed, severely impedes the nation's development.
