It is true the welfare of children is, primarily, the responsibility of parents, and it may seem elementary that women would understand the need to exercise caution about whom they partner with. Sometimes the mothers are also children. Reportedly, there were 1,763 mothers ages 13-16 years between 2008 and 2012, plus eight around age 12 years.
Often it is not strangers who abuse and murder children. The predators dwell within their homes, or where they should be safe. That is why even the most competent children's authorities and police service cannot save the life of every child.
There is no doubt that the Prime Minister is sincere in her desire to protect children, but yet another task force is preparing to cover the path their predecessors more than likely covered. Over the past 50 years, how many committees were established to make recommendations concerning children's welfare and security? In 2011 the Prime Minister implemented the last such task force in the wake of Daniel Guerra's murder. What has happened to the recommendations of that task force and others before it?
So what is the mandate of this new task force? Among other things, it includes the review of regulations, legislation, and public processes to protect children, suggesting ways to empower the Children's Authority, and providing recommendations on specific risk areas that require the State's intervention.
