It is not that the board of the National Carnival Commission (NCC) lives somewhere else other than in T&T and do not know there is an annual event called Carnival. Still, if they were residing in some other country for most of the year, surely that couldn't be an excuse for their apparent lack of planning skills.Every year the NCC and the National Carnival Bands Association (NCBA) wait, until the midnight hour, to take the country through the same old dysfunctional ritual about congestion on the parade route to the Savannah.
Yet, the NCBA, which is represented on the board of the NCC, wouldn't wait until the last minute to design their costumes and market their bands. To make their profits, they plan their mas well in advance of the arrival of the merry monarch.Why is it the NCC can't get the business of Carnival sorted out earlier and stop playing de devil at the expense of the Treasury?
A part of the problem may be the structure of its board and also its mandate. If it is the governing body of Carnival, then the NCBA and other direct stakeholders have no place on the board where they can be their own judge, jury, and blue devil. However, there will be a system to ensure consultation with them and solicit their input to decision-making.
