At the core of the rationale for dramatic transformation of the republican Constitution is the need to shift the balance of power from the Prime Minister and the Executive (Cabinet) to the people and to critical institutions of the State.The need is even more urgent if the society is to become the constitutionally prescribed "sovereign democratic state" in which sovereignty, as argued by groups of constitutionalists, is vested in the people and exercised in a democratic manner.
As the provisions of the 1976 Constitution now exist, the PM and the Cabinet have monopoly control over the Parliament, over almost every state institution and even offices of state which have been given measures of independence by the Constitution. The exercise of control by the PM/Cabinet over such constitutionally appointed offices is achieved through bribery, suasion and other ignoble means in this "eat ah food" society.
Moreover, given the characteristics of a prime minister produced by the Constitution and the party politics thrown up since Independence, and the Executive and their accession to office based on tribal association (both the UNC and the PNM) the governance measures utilised by the PM/Cabinet are usually based on the interest of the tribe and party. Here it is noted that the 1976 Constitution was fashioned by Williams, having thrown out the Wooding draft.
