There should be a direct election of the Prime Minister by the electorate in preference to the present system where the leader of the party that wins the majority of the seats in the House of Representatives is appointed by the President of the Republic.In the proposed system, candidates for prime ministership will not have to belong to a political party. So too should the electorate vote for the members of an enlarged Senate that is representative of groups, communities and varying interests in the society.
There can be a process through which candidates representative of organisations will first be nominated by the groups and then be put forward to the electorate.As suggested in a previous column, the elected Members of the House of Representatives will focus on their role as representatives of the constituencies and will not be eligible for cabinet positions.The representatives will also debate and pass legislation without having to toe the party line and be subject to the dictates of a Prime Minister.
Conversely, the Prime Minister, elected in the above manner, will not be burdened with millstones in the cabinet.Instead, he/she will be free to appoint as ministers people with more than "a level head and common sense" for the job. Such ministers as appointed will be required to bring expertise and experience to their portfolios, and to manage billion-dollar budgets.
