Clearly, what the maxi-taxis have to pay must be negotiated between operators and the ministry-with both sides ensuring that the final decision does not unduly interfere with the pockets of commuters. The users of the facility should pay, not only for its maintenance, but for the upgrading of City Gate, which is now sorely needed. In conclusion, we recommend that the ministry organises a one-day consultation with representatives of the maxi-taxi community at which all of the issues surrounding the user fee would be placed on the table. The People's Partnership is in government because it promised an approach to decision-making that involved consultation with interested parties. This should be one more issue that that consultative approach is demonstrated.
