Again, it is clear that in their assessments, international credit rating agencies are only concerned about the payment of the official government debt. If these agencies were to develop an interest in other payments that the Government has an obligation to make-and to rate the country accordingly-there is little doubt that contractors would always be paid on time and no Government would dear to suspend the payment of interest of a company whose debts and assets it had assumed.
