One of the first measures that has to be fully implemented beyond what is stated in the union treaty is what has been one of the most contentious measures agreed upon even at the level of Caricom-the allowance of free movement of people and capital. That has been identified by every economist who has written on economic integration and is in all of the major documents, including the Treaty of Chaguaramas, having to do with Caricom.The OECS, given the nature of historical development as outlined above, has a greater opportunity to make these initiatives work. The leaders must know that much is riding on this economic union.
