PP must produce alternative to vision 20-20
Vision 2020 represented a major effort to produce a non-partisan long-term plan for the future of T&T. It presented a goal and a road map for reaching that goal. It built on the PNM tradition of five-year plans, begun under Dr Eric Williams, which fell by the wayside when the PNM monopoly on political power was broken. Some of the heads of the sector committees involved in formulating Vision 2020 now sit in the Cabinet or elsewhere in the structure of the Government. But Vision 2020 continued to be seen as a creature of the PNM.
Questions were raised, too, about the way in which the plan, drawn up at taxpayers’ expense, was co-opted to become the basis of the 2010 PNM manifesto. The efforts to insulate Vision 2020 against the political tradition of throwing out all the projects of the previous regime eventually failed. Politically, a positive alternative is exactly what the PNM needs to present now if it is to stand any chance of appearing to be a realistic option in the numerous coming elections and especially the general election due in 2015. People need something to vote for, and criticism of an incumbent government merely offers them something to vote against. Hence Opposition Leader Dr Keith Rowley presented an updated version of the scheme, Vision 2030, in his budget response.
