As the national Parliament passed its fourth anniversary on June 18, a number of constitutional and political realities emerged.Top of the list is that there can be no more by-elections for any seat in the House of Representatives, as specific provision is made for this in Section 69(3) of the Constitution. Even if the seat of any MP were to be declared vacant, the electorate in that constituency would have to wait until the general election is held for that vacancy to be filled.
A major issue that the Prime Minister promised in her address to the House of Representatives at the opening of the fourth session of this Parliament on August 2 last year was constitutional reform.In her address to the House, she said: "The issue of constitutional reform remains one of the pledges that all MPs who were elected under the People's Partnership ticket had subscribed to.
"Key among these were (i) fixed election dates, (ii) term limits for the Prime Minister; and, (iii) the right of recall for MPs. We remain committed to deliver on these promises as we begin this fourth session of the Tenth Parliament of our Republic."With the fourth session coming to an end on August 1, there is still time for the amendments to be laid before the end of the session.
