Age an alternative for qualifications?

I am at a loss to understand the logic and explanation vis-a-vis the actions of the Government with respect to the inclusion of young minds in the policy-making decisions of the country.

On one hand, as was done recently, many of the ministers supported the appointment of the director of the SSA based on, inter alia, her age. On the other hand, however, appointments to state boards reflect otherwise.

Imagine a pensioner with little or basic qualifications being appointed to the Export Centres Company Ltd Board. Who is fooling who? Is old age an alternative for qualifications?
