Works and Transport Minister Jack Warner owes the nation an explanation for contracting the highway from San Fernando to Point Fortin to a Brazilian firm. And what does he mean by 40 per cent local content for personnel and materials? Highways use great quantities of earth, gravel, paving asphalt mix, culverts, concrete, plus miscellaneous items like paint etc.
All of these are found in Trinidad, so what's this about 40 per cent? The labour is available since most in the area need a job. Seems to me it should be nearer to 100 per cent. Trinidad also has very experienced road building contractors who have the equipment sitting idle, so why the need to go abroad and recruit a Fifa contractor?
