Open let­ter to Er­rol Mc Leod, Min­is­ter of Labour, Small and Mi­cro En­ter­prise De­vel­op­ment:

I re­fer to your re­cent­ly an­nounced pro­pos­al to de­ploy URP labour to pri­vate agri­cul­tur­al en­ter­pris­es. This pro­pos­al was con­cep­tu­alised by this writer and first ar­tic­u­lat­ed, in gen­er­ous de­tail, in my col­umn of April 18, 1988, in the Trinidad Guardian.I sub­se­quent­ly made a stand-up pre­sen­ta­tion of it to the Agri­cul­tur­al So­ci­ety, on May 23, 1996. De­tailed print­ed copies were dis­trib­uted to mem­bers at­tend­ing.

I must record here, Mr Min­is­ter, my ob­vi­ous grat­i­fi­ca­tion in that my pro­pos­al has been found to have sig­nif­i­cant mer­it. I must re­mind how­ev­er that the pro­fes­sion­al cour­tesy is to en­sure the ac­knowl­edge­ment of the orig­i­nal au­thor when in­tel­lec­tu­al prop­er­ty is adopt­ed for im­ple­men­ta­tion. I am con­fi­dent that you will act to have this over­sight rec­ti­fied.
