Open letter to Errol Mc Leod, Minister of Labour, Small and Micro Enterprise Development:
I refer to your recently announced proposal to deploy URP labour to private agricultural enterprises. This proposal was conceptualised by this writer and first articulated, in generous detail, in my column of April 18, 1988, in the Trinidad Guardian.I subsequently made a stand-up presentation of it to the Agricultural Society, on May 23, 1996. Detailed printed copies were distributed to members attending.
I must record here, Mr Minister, my obvious gratification in that my proposal has been found to have significant merit. I must remind however that the professional courtesy is to ensure the acknowledgement of the original author when intellectual property is adopted for implementation. I am confident that you will act to have this oversight rectified.
