Why no multicultural contingent to London?

It is notable that the Prime Minister has taken a cultural contingent to London to celebrate Commonwealth Week and accompanying her is the Minister of Arts and Multiculturalism. It is a paradox that the minister is not accompanied by a multicultural contingent.

Is this because the British Prime Minister, David Cameron, in February, launched a devastating attack on 30 years of multiculturalism in Britain and pronounced multiculturalism as a failure?
