As four-year-old Ezekiel Renne-Cambridge continues to fight for his life at hospital after suffering attacks by two dogs-a German shepherd and an Akita, mixed with German shepherd-what are those delegated with authority for public safety against dog attacks doing about the hundreds of "hard heads" who keep dangerous dogs loosely confined on their property?What are they doing about people who walk their dangerous dogs through public places without placing a muzzle on them?I presume that they are doing nothing about this matter. Case history of dog attacks on people reveal that authorities did nothing to protect the public from future deadly episodes.Had the authorities acted we would not be reading about this new victim's unsavory story. People who poorly secure their dangerous dog are like irresponsible persons allowed to possess loaded guns. You never know when illogic will possesses them so that they fire their weapon without discretion.
If we are talking about loose wild animals preying upon children I would agree that the dog should be hunted down and put down. What we have instead are many "dumb", arrogant or pugnacious people who refuse to properly contain their dogs even after flagrant evidence that dogs have temperaments that can be very violent or unpredictable.Owners must be held to pay where they stupidly allow their dogs to roam unchecked.They must be held to pay where they allow their cage, boundary fence or animal restraint to deteriorate, presenting opportunity for their animal to escape and cause harm.
Owners have the responsibility to assure their animals are under control at all times, in the same way zoo keepers must assure that the animals under their care cannot relieve themselves of their confinement and rip to pieces some visiting adult or child inspecting the nature of the animals therein.Therefore, owners must be held to pay not their dogs.
