This is the lesson given to me by a lawyer in his pre-senior days.Negligence in the enjoyment of property that results in injury to others cannot be free of criminal liability.The owner of those dogs was aware of their propensity to mauling. He/she was under an obligation to protect the public against those animals in all circumstances.In my view, the owner remains criminally negligent.Failing everything, the Government should undertake and finance civil proceedings on behalf of the victim.
