The impasse between the Ministry of Housing and the Ministry of Agriculture poses some fundamental issues.
It is well known that the criteria for agriculture must be the availability of land that is arable, in close proximity to farmers, good drainage, and proper access roads.
The question now arises as to what criteria is used to earmark lands for housing. Unlike agriculture, it appears that any type of land can be used for housing. In fact, houses can even be built in the sea. The floating city of Venice is ample testimony of man's ingenuity with housing. The ministry should issue the criteria which is used to earmark lands for housing so that the public will be well informed and so negate future conflicts.
