I was reading the testimony of Francis Bruzual, an air-traffic controller at Piarco at the time of the attempted coup, and the evidence he gave at the commission of enquiry. Unfortunately, because there is no one around to corroborate his story, it was viewed with some scepticism by the commissioners, some ex-politicians, as well as the general public.
However, Bruzual is probably quite correct regarding the presence of American troops in Trinidad during the attempted coup. I was holidaying in Dominica with my family when the coup attempt occurred. On the morning of July 29, 1990, we were returning from church and drove by Canefield Airport. We saw dozens of American troops in combat gear milling around, as well as a couple of transport helicopters parked on the tarmac.
The American troops told locals that they were on their way to Trinidad. I don't know if they ever arrived here, but I know what I saw with my own eyes.
