Fif­teen years ago on May 5, 1997, the In­dus­tri­al Court build­ing in Port-of-Spain was hand­ed over by Prime Min­is­ter Bas­deo Pan­day to the court's Pres­i­dent, Leo Ram­c­hand. For al­most 12 years it was stuck in time, it's clock read­ing six min­utes to four. At 4 pm Thurs­day it came back to life with the Time­Keep­er's in­ter­ven­tion. It will not stop dur­ing pow­er out­ages and will be ac­cu­rate to 1/2 minute in a year. Peo­ple can set their watch­es by it.
