Fifteen years ago on May 5, 1997, the Industrial Court building in Port-of-Spain was handed over by Prime Minister Basdeo Panday to the court's President, Leo Ramchand. For almost 12 years it was stuck in time, it's clock reading six minutes to four. At 4 pm Thursday it came back to life with the TimeKeeper's intervention. It will not stop during power outages and will be accurate to 1/2 minute in a year. People can set their watches by it.
