Marijuana seized but no one caught

Almost on a weekly basis the police information officer reports on television of marijuana plantations destroyed and harvested crops seized, but so far no one has been held. The only conclusion I can come to is that, given our rich heritage in agricultural research, some scientist has developed a unique strain of the marijuana plant which not only plants itself but nurtures itself until it is ready for harvest.

Given the reported shortage of agricultural labour, maybe the new Minister of Agriculture should be exploring this new technology for application to other short crops.
