In spite of the progress of science and technology over more than two thousand years, human nature has not changed, as recent events have shown. A famous reformer of Greek law, Solon (circa 500 BC), is recorded as saying of the Athenians that each of them, considered separately, was as shrewd as a fox, but united they were hopelessly stupid and slow to understand!
Furthermore, the Romans used to say "Senators are such good men that it is difficult to explain how the Senate does such harm". Should we give up?
