Developer taking over

How is that a developer can have so much clout that he can take over an entire stretch of pavement along the Savannah, causing pedestrians coming from the west not to be able to pass or to risk crossing the road, thereby putting themselves in danger.
This developer’s trucks come in an out of the site all day long. They have created a massive hole in the road which by now has probably caused many road users to damage their tyres, burst their shocks and most probably almost get into an accident. Please someone in authority, put a stop to this.
