The traffic problem in St James is not new. Most large cities in the world have had similar problems. Parking cars on both sides of secondary roads only causes serious problems for residents who would normally park out side their house. The only real answer is to improve the poor road system which has not kept pace with the increased (and growing) number of cars using the roads.
Over the years London has had to deal with this many times as it covers such a large area. Very often this has meant compulsery purchase of property so that it can be demolished to make room for widening an existing road or laying a new route. Sometimes an elevated road over an existing road is constructed. This can be the cheapest proposal.
There is no realistic way of reducing the growing number of cars in use, so improving the roads is the only realistic option.
