Something fishy in sale of ferry tickets

It is very strange that on the very morning that Tobago ferry tickets for the Easter weekend went on sale travel agents were reporting that they were sold out, and this even before the schedules were published.

 

This suggests that something fishy is going on and maybe blocks of tickets are being purchased by someone to be scalped on that weekend to people desperate to travel. 

 

I have personally witnessed and suffered the consequences of having purchased a ticket weeks in advance and being bypassed at the time of loading, by people who had paid premium prices on the day of sailing. It seems that this is condoned by management, as it is done quite openly and in plain view of the public.

 

Is every public service in this country corrupt? Sorry stupid question.
