The headline and lead story in one daily newspaper on Old Year's morning was that fireworks and scratch bombs are illegal. Aren't the authorities then, all a bunch of hypocrites?It says that "fireworks must be stored in a fireproof vault and no licence will be issued if this is not in place." Who is fooling whom?Every single fireworks vendor contravenes all the regulations in the Act with absolute impunity.
So who are the police going to prosecute, the importer, the seller or the "exploder?" We all know the answer don't we. Nobody! Year after year!But of course they are always eager to spout an empty, meaningless motto that sounds so effective that shows they mean business. They call it "zero tolerance"–whatever that means.
