Imbert added that there was no funding "and he is going to turn the sod with no money in the PSIP and no other apparent source of funding, just a promise." Prime Minister Kamla Persad-Bissessar is expected to attend the sod-turning ceremony, which takes place at the end of the Solomon Hochoy Highway in Golconda from 3.30 pm.
