Armstrong said the capital was a very dysfunctional city which was developed by "vaps" and the opportunity existed to examine the city to see if that building could have played a significant and catalytic role in its development.He called for safeguards on further spending on the project, since, he noted, Minister Stephen Cadiz had said "perhaps more than $200 million may be needed to complete the job."Armstrong called for local constructing and architectural talent be used on the project and in other buildings that required renovation, such as the Magnificent Seven and President's House.He called for student and public tours to be given at the Red House.He said it was with that in mind when he suggested a Parliamentary museum was more appropriate for the building.
