Police sergeant appeals sex crime sentence

A police sergeant who was sentenced last week to two years in prison for allegedly committing a sex crime on a special reserve policewoman has appealed the magistrate’s ruling. Curtis Julien, 45, who has more than 20 years’ service, was found guilty of two counts of indecent assault by Princes Town magistrate Indrani Cedeno last Wednesday. He appealed the ruling and was granted $175,000 bail. Julien, who was last attached to the Princes Town Police Station, is charged with indecently assaulting the officer in the dormitory of the same station. The charges stemmed from an incident on December 4, 2009. The victim testified that around 2 am she was asleep in the dormitory when she was awakened by Julien sucking her back. She alleged that he also passed his hand between her legs. 
 
The State called four witnesses, all police officers. The victim claimed that another woman police saw Julien in the dormitory, but when that officer was called as a witness for the defence she denied seeing him in the dormitory. She said she saw him in another part of the station. Julien, who took the witness stand, testified that he arrived at the station ten minutes after the alleged incident took place. He said the only interaction he had with her was a conversation, which was interrupted after his cellphone rang. He denied ever going into the dormitory. The magistrate, however, ruled that the prosecution, led by state attorney Sarah de Silva, had made out a prima facie case against him. She sentenced him to two years on each charge, but ordered the sentences to run concurrently. Immediately after the sentence, Julien’s lawyer Dexter Bailey gave notice of appeal.
