The Policy is based on the premise that women and men must participate and benefit equitably in national development if sustainable development for all is to be realised. It is both developmental and rights-based in approach. It seeks to ensure that the State provides the enabling environment for building capacities for self-development and social progress, while meeting its national and international obligations to respect, protect and fulfil human rights.
