The Ministry of Planning and Sustainable Development will launch its National Performance Framework and Annual Report on Performance on Tuesday at the Port-of-Spain Ballroom, Hyatt Regency at 9 am.
The event is themed Building the Foundation for Results.The ministry, which established a national policy and instituted a system of reporting in September 2011, is now developing a National Performance Framework (NPF) for the period 2012-2015.
The NPF is an explicit articulation–graphic display, matrix, and summary–of the different levels, or chains, of results expected from government intervention. Such a framework would create the necessary linkages between national policies and strategies with the planned programmes and projects enunciated in the various Budget documents, including the Public
Sector Investment Programme, the Social Sector Investment Programme, the Recurrent Budget, the National Budget Statement, and Ministries Strategic Plans.The Framework would set necessary performance measures, key result areas, outcomes, indicators and targets to measure the impact of the various policies, programmes and projects.
The NPF will serve as a management tool–fostering ownership and consensus, guiding corrective actions, facilitating the coordination of development efforts, charting the course for achieving strategic objectives, and serving as a key accountability tool for evaluation.
