Acting police inspector Carmilton Collins, who is assigned to San Juan Municipal Police, has appeared in court charged with kidnapping and murder of Maloney resident Johnny Noel.Collins, 45, of Sixth Avenue, Barataria, joins three others on the same offence. They are Kenrol Patterson, Kevon Marshall and Mark Collette.Patterson, 25, of Building Nine, Maloney Gardens; and Marshall, 27, of First Street, Arouca, are Special Reserve Police officers.
A fourth man, civilian Mark Collette, 20, of South Maloney Gardens, was also jointly charged with Patterson and Marshall.Collins, Patterson and Marshall were all last assigned to the San Juan Municipal.Collins, who has 23 years' service, was initially arrested on March 14 and was released on March 22, after attorneys filed a writ of habeas corpus contending it was unlawful for him to be detained without a charge being laid.
Collins, who was rearrested on April 12, was unrepresented when he appeared before Magistrate Krishendeo Narinesingh in the Arima First Court yesterday.Patterson, Marshall and Collette are charged that on March 11 at Building 16, Maloney Gardens, they unlawfully carried away Noel against his will.They were also charged that on a date unknown between March 10 and 23, they murdered Noel at the Churchill-Roosevelt Highway.
Even as Collins was appearing before Narinesingh, attorneys Larry Williams and Joel Roper were being granted leave to withdraw a second habeas corpus application which had been scheduled to be heard by Justice Mira Dean-Armorer in the Port-of-Spain High Court.The second application was filed around 10.30 am on Tuesday.The matter was later adjourned to April 23, when all four men are expected to reappear.
