?An an­nounce­ment will be made to­day by Com­mon­wealth Heads of Gov­ern­ment Meet­ing (CHOGM) chair­man Prime Min­is­ter Patrick Man­ning on a de­ci­sion which has been reached on Rwan­da's ap­pli­ca­tion to join the Com­mon­wealth. Cari­com chair­man Bhar­rat Jagdeo, at a me­dia brief­ing yes­ter­day, an­nounced that a de­ci­sion has been made on Rwan­da's bid.�Jagdeo said he would leave this to be dealt with by CHOGM's chair­man. He said Cari­com states in the Com­mon­wealth were con­cerned about fund­ing for� mit­i­ga­tion/adap­ta­tion on cli­mate change and a new eco­nom­ic mod­el to han­dle re­gion­al debt crises aris­ing from the glob­al sit­u­a­tion and re­cent oth­er de­vel­op­ments.

The mod­el that would suit the re­gion in­volves debt re­lief for mid­dle in­come states, spe­cial treat­ment in the glob­al trad­ing sys­tem and mul­ti­lat­er­al in­sti­tu­tion as­sis­tance tar­get­ting vul­ner­a­bil­i­ties of the re­gion such as spe­cial cred­it to deal with nat­ur­al dis­as­ters. He said UN sec­re­tary gen­er­al Ban Ki Moon and the IMF, World Bank and IDB heads have agreed to at­tend a Do­mini­ca meet­ing on the�new mod­el for the re­gion.
