?An announcement will be made today by Commonwealth Heads of Government Meeting (CHOGM) chairman Prime Minister Patrick Manning on a decision which has been reached on Rwanda's application to join the Commonwealth. Caricom chairman Bharrat Jagdeo, at a media briefing yesterday, announced that a decision has been made on Rwanda's bid.�Jagdeo said he would leave this to be dealt with by CHOGM's chairman. He said Caricom states in the Commonwealth were concerned about funding for� mitigation/adaptation on climate change and a new economic model to handle regional debt crises arising from the global situation and recent other developments.
The model that would suit the region involves debt relief for middle income states, special treatment in the global trading system and multilateral institution assistance targetting vulnerabilities of the region such as special credit to deal with natural disasters. He said UN secretary general Ban Ki Moon and the IMF, World Bank and IDB heads have agreed to attend a Dominica meeting on the�new model for the region.
