President Christine Carla Kangaloo has approved a sweeping reassignment of ministerial responsibilities on the advice of Prime Minister Kamla Persad-Bissessar, with major changes affecting the portfolios for Homeland Security and Public Utilities.
Under the new arrangements, which took effect on 3 October 2025, the Minister of Homeland Security, Roger Alexander, is now responsible for the Prison System, while the Minister of Public Utilities, Barry Padarath, has been given oversight of Power Generation, including Trinidad Generation Unlimited (TGU) and POWERGEN.
The changes were formalised in Gazette No. 146 of 2025, published on Saturday, 4 October, which also recorded a wide-ranging reshuffle across multiple ministries. The reassignment exercise was carried out under section 79(1) of the Constitution of the Republic of Trinidad and Tobago, granting the President authority to assign ministerial duties on the advice of the Prime Minister.
Under the new distribution of responsibilities, John Jeremie, S.C., retains the position of Attorney General but is now tasked with matters relating to the Criminal Justice Unit. His portfolio no longer includes the Environmental Commission, Equal Opportunity Commission and Tribunal, Tax Appeal Board, Council of Legal Education, and the Hugh Wooding Law School—all of which have been transferred to Minister of Justice Devesh Maharaj. Maharaj, who also serves as Minister in the Ministry of the Attorney General, has taken on additional duties relating to Electronic Monitoring, the Equal Opportunity bodies, and the Criminal Injuries Compensation Board, while losing oversight of the Prison System and Criminal Justice Unit.
The Ministry of Land and Legal Affairs, led by Saddam Hosein, replaces the former Ministry of Legal Affairs. Hosein now oversees Lands and Surveys, Land Management, Regularisation of Tenure and Housing for Squatters, Surveys and Mapping, Valuation, the Land Settlement Agency, Land Survey Board of Trinidad and Tobago, and the Estate Management and Business Development Company. He no longer holds responsibility for Constitutional Reform, which has been transferred to the Office of the Prime Minister.
Ravi Ratiram continues as Minister of Agriculture and Fisheries, following the reclassification of his ministry, but is no longer responsible for land-related matters, which have been reassigned to Minister Hosein. His portfolio now focuses on Agriculture, Fisheries, Food Security, Forestry, and Agricultural Development.
Dr Lackram Bodoe, Minister of Health, has relinquished responsibility for the National Health Insurance System, which now falls under the Minister of Finance Davendranath Tancoo, who also assumes oversight of the Export-Import Bank of Trinidad and Tobago (Eximbank).
In the Office of the Prime Minister, Kamla Persad-Bissessar has taken direct responsibility for Heritage Buildings, Constitutional Reform, the National Trust, the National Library and Information System Authority (NALIS), and several housing-related initiatives, including the Home Improvement Grants Policy, the Housing and Village Improvement Programme (HVIP), and the Government Aided Self-Help Housing Programme (GASHHP).
The Minister of the People, Social Development and Family Services Vandana Mohit, is now responsible for the Geriatric Adolescent Partnership Programme, while Senator Dr Kennedy Swaratsingh, Minister of Planning, Economic Affairs and Development, has been given charge of Social Planning, Development and Monitoring.
Other adjustments include Dr David Lee, Minister of Housing, losing oversight of squatter regularisation and home improvement grants, and Michelle Benjamin, Minister of Culture and Community Development, no longer responsible for the National Commission for Self Help Limited.
The Gazette also records that Satyakama Maharaj, Minister of Trade, Investment and Tourism, has been relieved of responsibility for NEDCO and the Eximbank, while Dr Roodal Moonilal, Minister of Energy and Energy Industries, no longer oversees Power Generation, TGU, or POWERGEN, as these now fall under Minister Padarath in the Ministry of Public Utilities.
