Two men have been placed in pre­ven­tive de­ten­tion un­der the Emer­gency Pow­ers Reg­u­la­tions, 2026, amid in­tel­li­gence link­ing them to or­gan­ised crim­i­nal groups and planned at­tacks.

The first or­der, signed by Home­land Se­cu­ri­ty Min­is­ter Roger Alexan­der on May 12, names Afi­ba Guer­ra, al­so known as “Press It”, of Siparia and Mor­vant.

The or­der iden­ti­fies Guer­ra as a mem­ber of the Cas­si­ba or­gan­ised crime group, which law en­force­ment says op­er­ates main­ly in Siparia and has ac­cess to high-pow­ered firearms and am­mu­ni­tion.

Guer­ra is de­scribed as a shoot­er and en­forcer for the group. Con­fi­den­tial in­tel­li­gence al­leged­ly links him and oth­ers to a re­cent at­tempt to kill a ri­val gang leader us­ing high-pow­ered firearms in a pub­lic space, with au­thor­i­ties claim­ing an­oth­er at­tempt was im­mi­nent.

The or­der states that his de­ten­tion was nec­es­sary to dis­rupt those plans and pre­vent him from act­ing in a man­ner prej­u­di­cial to pub­lic safe­ty.

The sec­ond or­der, signed on Au­gust 18, names Daniel Ed­wards, al­so known as “Mice Man”, “Mice”, “Burke” and “Ted­dy Buxshot”.

Ed­wards, of Sama­roo Vil­lage, Ari­ma, is iden­ti­fied as a mem­ber of the “7 Gang”, which op­er­ates in Sama­roo Vil­lage, Ari­ma and sur­round­ing ar­eas.

The or­der says Ed­wards al­so has an af­fil­i­a­tion with the “Co­co Gang” and has been iden­ti­fied through con­fi­den­tial in­tel­li­gence as an en­forcer and stash­er for the group.

Au­thor­i­ties al­lege that Ed­wards and mem­bers of the 7 Gang have ac­cess to firearms and am­mu­ni­tion and have been linked to two re­cent mur­ders of gang mem­bers, al­leged­ly car­ried out by a ri­val gang.

The or­der fur­ther al­leges that in­tel­li­gence links Ed­wards and oth­ers to an im­mi­nent re­tal­ia­to­ry at­tack on ri­val gang mem­bers, with firearms to be used in pub­lic spaces.

Both men have been or­dered to be de­tained at the East­ern Cor­rec­tion­al Re­ha­bil­i­ta­tion Cen­tre in San­ta Rosa, Ari­ma, or at an­oth­er lo­ca­tion di­rect­ed by the Min­is­ter of Home­land Se­cu­ri­ty.
