Here are some ideas which can be used to assist with resolving the perennial problems relative to our fishermen, the Gulf and the authorities.
I am suggesting that all fishing associations must be registered with the appropriate Government ministry.
Secondly, I believe that all fishing vessels must be registered and identified with the registered number.
I am also recommending that all fishing vessels must be fitted with GPS technology and that all occupants of fishing vessels must be suited with life jackets.
Captains of fishing vessels must inform the appropriate authority of intended destination, names, and addresses of passengers, approximate time of return and of its ability to communicate with the Coast Guard every four hours.
Captains must also immediately inform the Coast Guard of any unusual observations while fishing.
Within minutes of arrival, captains must inform the Coast Guard of the vessel’s return to the home base.
All vessels must be inspected annually by the Coast Guard before being registered, and a registration fee must be paid.
