The fact that the collective agreement for public servants for the years 2008, 2009 and 2010 remains outstanding today is mainly due to the failure by the previous administration to even start the negotiations. The current Minister of Finance, Winston Dookeran, in his 2010-2011 budget contribution, described this as being "another part of the previous administration's legacy of neglect which the People's Partnership must deal with." Mr Dookeran, who referred to the negotiations as being a "challenging task," said that the Government expected to settle the public servants' terms of employment by the end of 2010. That this has not come to past should not be blamed entirely on the Minister of Finance and the CPO who have faced Watson Duke, the head of the PSA, whose recent behaviour can only be described as bizarre given his leading of a group of his union's members to occupy the Hyatt Regency Hotel in downtown Port-of-Spain and a real estate development on Long Circular Road in St James. We recommend, therefore, that the Minister of Finance take the necessary steps to end the negotiations with the PSA and then start a national dialogue on the review of T&T's labour laws, to be quickly followed by a formal consultation on the issue.
