The plan to distribute $410 million among the 41 constituencies is a variation of another idea I have had for some time. I think it is a far better idea for each Member of Parliament to list 5 or 6 projects in their constituency in order of priority and submit these to Government to carry out. In this way the Government can keep better control of the funds and hopefully avoid wastage which the present plan would surely entail.
