The Prime Minister is setting up a small committee to remove the exemption process for nationals to return home. The announcement was made on Saturday during a press conference.
The committee would include the Minister of National Security, Minister of Health, and the Attorney General on Sunday.
"That committee's work is to try to get us to remove the exemption system and to allow persons to come home as flights are available," he said.
"The reason I am able to think like that and go down that route is because I am now satisfied that we can monitor persons coming in by using an identification of persons who can come home and quarantine at home."
The quarantine system, he said, would still be enforced under the guidance of the Chief Medical Officer.
