Minister of National Security, Stuart Young, has said the 'explosion' outside the Hall of Justice this morning was caused by a faulty T&TEC electricity cable, and not a man-made device.
Young spoke with the media at 11:15 am, almost two hours after the explosion was heard, prompting court staff to evacuate.

Young said investigations by T&TEC and the Fire Service determined the electricity supply went down around Port of Spain around 9:35 am, when the explosion occurred.
The heat left a brown stain and what appeared to be bits of debris on the pavement.
The minister said the incident poses "no threat" to national security.
