Maharaj said a survey taken in 2002 recorded 1,500 squatters. She said the company had "land police" and upon discovery of a new squatter they were served notices to cease occupying the land. Maharaj said over the years the company had a programme in which squatters were allowed to apply for letters of tenure. She said the programme was discontinued in April 2008 but the majority of squatters were regularised.
