He said Ramlogan was present for the Senate debate but had to leave and return on several occasions to deal with matters relating to the Interception of Communications Bill.
Raphael said Ramlogan and Planning Minister Mary King, who also left the chamber, both returned and remained until the sitting ended around 3 am the next day.
