The Queen's Park Savannah was donated and dedicated to be the "lungs" of Port-of-Spain. As a first step to renewing this function we need to have one controller of all actions in and around this virtual life-giving source in our capital (at the last count I think five bodies had to agree to any action). Thereafter it will be easier to set rules and regulations for its intended use.
We could have the old sand track converted into a walking/running exercise track for all of those energetic men and women who use the perimeter to the obvious discomfort of those who would just love to be able to sit and watch the world go by. To this end speed limits should be reduced and speed bumps installed on the road to enhance the ambience of peace and quiet.
It is absolutely ridiculous that soccer players have no place to change than in the road and on the pavement in front of President's House. The police or regimental bands could be encouraged to perform on Sunday afternoons. The coconut and food vendors could be monitored to ensure that all health requirements are in place as well as encouraged to make their stalls etc attractive.
This could be the first step in a "crime-free environment," with regular patrols by wardens with the authority to arrest, and would serve as an example to all communities that it is possible. Come on, Mr Mayor, you can do it.
