Director of Public Prosecutions (DPP) Roger Gaspard is expected to make a decision in the Sea Lots accident case tomorrow.It is expected to be delivered once the police investigator, Supt Moses Charles, returns to Gaspard with further information.Gaspard requested further information Charles after he himself visited the scene of the accident with officers on Monday.
The T&T Guardian confirmed that Gaspard accompanied Deputy Police Commissioner Mervyn Richardson and Charles to the scene along the westbound lane of the Beetham Highway around 5 pm.The visit was at the behest of the DPP, who gave the investigator "certain advice with a view to tying up loose ends," at the end of the visit.
Speaking with the T&T Guardian yesterday, Gaspard said Charles was set to return with the completed file tomorrow, and he would make a decision then."The investigator is expected to return on Thursday and all things being equal, I anticipate I will make a decision one way or the other in this matter on Thursday," Gaspard said.
"I am keen to make a decision in this matter. I understand why there is public disquiet and justifiably so, since this matter involves the deaths of three persons, including two children, on the one side and a police officer on the other side, and in certain quarters, the public anxiety may also have been fuelled owing to the length of time that the investigation has taken and because of certain remarks which would have found themselves in the public domain."
Gaspard also met with Charles and officials from the Police Complaints Authority yesterday.Referring to the police officer involved the accident, Gaspard said: "There are also serious allegations which may be hanging over the head of the driver of the vehicle, and for his sake as well as the families of the deceased and injured persons, a speedy and expeditious resolution of this matter must be sought."
Haydee Paul, 28, and her daughters, Shakira, seven, and Akasha, eight, were on their way home from the Central Market on February 24, when a car driven by an off-duty policeman mounted the pavement along the westbound lane of the Beetham Highway and knocked down six people.Paul and her daughters were killed instantly, while three others, Abigail Assing, 31, Ryan Rampersad, 20, and Amanda Lalla, 50, were seriously injured.
Assing was discharged from the Port-of-Spain General Hospital two weeks ago, while Rampersad and Lalla remain warded at the Intensive Care Unit, still in a critical condition.
