A Cus­toms clerk and a man ac­cused of want­i­ng to kill po­lice of­fi­cers are among four peo­ple held on Pre­ven­tive De­ten­tion Or­ders gazetted on Christ­mas Day.

The or­ders were is­sued by Home­land Se­cu­ri­ty Min­is­ter Roger Alexan­der.

The four de­tained are Shane “Big Shane” Red­head, Shaquille “Shaq” Re­al­i­tys, Al­cala Malachi “Mick­el Ja­cob” John, and Kevin An­drew Mills.

The four were iden­ti­fied as mem­bers of an Or­gan­ised Crim­i­nal Group (OCG) and a gang falling with­in the de­f­i­n­i­tion of the An­ti-Gang Act, 2021. Their PDOs were is­sued pur­suant to Reg­u­la­tion 14 of the Emer­gency Pow­ers Reg­u­la­tions, 2025, which in­di­cates they can and in­tend to act in a man­ner prej­u­di­cial to pub­lic safe­ty.

Red­head, who was said to be linked to the Rail­way Road Baddness Gang, was iden­ti­fied as “Main­tain­ing prop­er­ties used for drug and weapon stor­age, and is sus­pect­ed of man­ag­ing de­liv­er­ies re­ceived at these sites.”

He was al­so al­leged to be han­dling “Mid-lev­el nar­cotics trans­ac­tions and over­seas move­ment be­tween Cou­va and oth­er hold­ing points.”

Al­cala was iden­ti­fied as a mem­ber of an OCG op­er­at­ing main­ly in the Clax­ton Bay area and en­vi­rons, which was al­leged­ly con­nect­ed to larg­er gangs, par­tic­u­lar­ly the “SIXX” gang.

His PDO al­leged, “The de­tainee has a role in lo­gis­tics in the OCG. The de­tainee and oth­ers are con­spir­ing to im­mi­nent­ly com­mit mur­ders of po­lice of­fi­cers in re­tal­i­a­tion for the re­cent seizure of a large quan­ti­ty of nar­cotics and ri­vals. The de­tainee and oth­ers plan to ex­e­cute reprisal shoot­ings by con­tract killers in pub­lic spaces us­ing high-pow­ered firearms against mem­bers of the po­lice ser­vice and their gang ri­vals.”

John, mean­while, was re­port­ed­ly iden­ti­fied as a shoot­er and look­out with­in the ABG/E—Block Gang, op­er­at­ing at Par­adise Heights in Mor­vant.

The or­der stat­ed, “The OCG has ac­cess to a cache of high-pow­ered firearms. The de­tainee and oth­ers are en­gaged in armed con­fronta­tions and at­tacks on res­i­dents and ri­vals in the area. He is an ac­tive en­forcer in armed pa­trols and ter­ri­to­r­i­al in­tim­i­da­tion by the OCG. He and oth­ers in the OCG are con­sol­i­dat­ing ter­ri­to­r­i­al dom­i­nance through vi­o­lence and armed con­trol of per­sons in the Par­adise Heights area.”

Mills—a Cus­toms Clerk Grade 2—was iden­ti­fied as “A piv­otal sus­pect used to fa­cil­i­tate brazen and well-or­ches­trat­ed at­tacks on in­no­cent mem­bers of the pub­lic and law en­force­ment.”

His PDO claimed, “In­tel­li­gence re­veals that he is a mem­ber of the La Re­treat Gang,” which was re­port­ed­ly “Re­spon­si­ble for nu­mer­ous vi­o­lent of­fences, in­clud­ing homi­cides and se­ri­ous wound­ings.”

“In­tel­li­gence and crime analy­sis sug­gest that the de­tainee and mem­bers of the La Re­treat Gang in­tend to car­ry out fu­ture brazen shoot­ings and homi­cides, con­trary to pub­lic safe­ty.”
