A Customs clerk and a man accused of wanting to kill police officers are among four people held on Preventive Detention Orders gazetted on Christmas Day.
The orders were issued by Homeland Security Minister Roger Alexander.
The four detained are Shane “Big Shane” Redhead, Shaquille “Shaq” Realitys, Alcala Malachi “Mickel Jacob” John, and Kevin Andrew Mills.
The four were identified as members of an Organised Criminal Group (OCG) and a gang falling within the definition of the Anti-Gang Act, 2021. Their PDOs were issued pursuant to Regulation 14 of the Emergency Powers Regulations, 2025, which indicates they can and intend to act in a manner prejudicial to public safety.
Redhead, who was said to be linked to the Railway Road Baddness Gang, was identified as “Maintaining properties used for drug and weapon storage, and is suspected of managing deliveries received at these sites.”
He was also alleged to be handling “Mid-level narcotics transactions and overseas movement between Couva and other holding points.”
Alcala was identified as a member of an OCG operating mainly in the Claxton Bay area and environs, which was allegedly connected to larger gangs, particularly the “SIXX” gang.
His PDO alleged, “The detainee has a role in logistics in the OCG. The detainee and others are conspiring to imminently commit murders of police officers in retaliation for the recent seizure of a large quantity of narcotics and rivals. The detainee and others plan to execute reprisal shootings by contract killers in public spaces using high-powered firearms against members of the police service and their gang rivals.”
John, meanwhile, was reportedly identified as a shooter and lookout within the ABG/E—Block Gang, operating at Paradise Heights in Morvant.
The order stated, “The OCG has access to a cache of high-powered firearms. The detainee and others are engaged in armed confrontations and attacks on residents and rivals in the area. He is an active enforcer in armed patrols and territorial intimidation by the OCG. He and others in the OCG are consolidating territorial dominance through violence and armed control of persons in the Paradise Heights area.”
Mills—a Customs Clerk Grade 2—was identified as “A pivotal suspect used to facilitate brazen and well-orchestrated attacks on innocent members of the public and law enforcement.”
His PDO claimed, “Intelligence reveals that he is a member of the La Retreat Gang,” which was reportedly “Responsible for numerous violent offences, including homicides and serious woundings.”
“Intelligence and crime analysis suggest that the detainee and members of the La Retreat Gang intend to carry out future brazen shootings and homicides, contrary to public safety.”
