Four alleged gang leaders are among eight men detained under the State of Emergency regulations, following detention orders signed at the request of Homeland Security Minister Roger Alexander.
The orders, dated between August 13 and 25, were gazetted on Tuesday night. The men were ordered to be held at the Eastern Correctional Rehabilitation Centre in Santa Rosa.
The alleged gang leaders are Mylon Hinds, Malique Nero, Jeremy O’Brien and Kenrick Singh.
According to his detention order, Hinds, of Santa Rita Trace, Lluengo Village, Maracas, St Joseph, is the alleged leader of a faction of the Resistance Organised Crime Group (OCG). Intelligence identified him as having access “to a cache of high-powered rifles,” coordinating with imprisoned gang leaders, preparing for public executions of national security officers, and planning kidnappings.
Nero, of Bypass Road, Maturita Extension, Arima, is accused of leading another OCG involved in marijuana trafficking, extortion, smuggling contraband into prisons, and shootings. His detention order said he has access to high-powered firearms and has been planning further public attacks on rival gangs.
O’Brien, of Calito Road, Quarry Road, Morne Diablo, Penal, is described as a gang leader “actively and currently engaged in large-scale trafficking” of narcotics, firearms, ammunition, contraband, human trafficking, and fuel. His order said he owns several vessels used to transport shipments and acts as an intermediary between compromised local security officers and external criminal operators.
Singh, of Teelucksingh Trace, Cunjal Road, Barrackpore, is accused of coordinating the movement of illegal shipments and directing members of his OCG. His detention order said he was involved in stealing seized narcotics and redistributing them domestically, while also passing operational information to criminal elements.
The other four detainees are Kemo Yeates, Malique Alleyne, Aquiyl Mohammed Giles, and Sadiq Rakeeb Ali.
Yeates is accused of participating in shootings and homicides to re-establish dominance in the La Retreat/Arima district, trafficking marijuana, and smuggling contraband into prisons. His OCG is linked to multiple murders and wounding incidents.
Alleyne, a member of the Muslim OCG, is described as an alleged shooter linked to recent armed robberies of high-profile targets. His detention order said he and his associates were planning further robberies of banks and casinos.
Giles is described as a lookout involved in firearms conspiracy, escorting stolen vehicles, and GPS counter-measures. He was allegedly part of a conspiracy to buy rifles to murder family members and to carry out reprisal killings.
Ali is accused of trafficking narcotics, firearms, and ammunition, and of managing a distribution network. He is already before the courts on firearm and narcotics charges, and his detention order said he also provides operational information to criminal elements.
